New houses and flats eligible throughout France

Introduced as part of the Finance Bill for 2025, a government amendment aims to restore eligibility for the new-build zero-rate loan (PTZ) to multi-family dwellings and detached houses throughout France. If the measure is adopted, it should apply for a period of three years, from 1 February 2025 until 31 December 2027 (the announced end date of the PTZ). Since 1 April 2024, this interest-free loan for first-time buyers has been refocused on the purchase of new-build flats only in high-income areas (A, Abis and B1), and the construction of detached houses has been excluded from the scheme.
